My friend had two workouts this way so far ( chest and back) where he lift 30-50% less weight than his max and the rep lasts for 15-20 seconds ie 10 up and 10 down. Usually his aim for 5-8 reps and when that gets too easy he increase the weight. On failure he pump out as many normal speed reps as he can till failure.

is this effective?
