kcal is actually what we americans refer to as cal. in actuality the whole water thing is 1 kcal, but someone decided to refer to it as cal (probably cuz nobody in their right mind would actually measure something in cal)
as far as your scale goes, i think that is showing you your BMR (basal metabolic rate), and then your calories expended for the day based on your activity level. your BMR is the amount of kcal your body burns in order to function, i.e. if you were to wake up and lay in bed all day your body would burn 1700 kcal in order to stay awake and function (digestion, respiration, etc.)
