Can I develop broad shoulders just using the bench and incline bench? My shoulder doesn't like heavy military press, or lateral raises and front raises, and certainly not the arnold press.

Can I develop a decent set of shoulders with bench press, incline bench, and shrugs?

So, your shoulders dislike the majority of shoulder exercises... no. You gotta do at least Dumbbell Shoulder Press and Side Lateral Raises to build them.

Try using Lever Shoulder Press for now.

Start by using a light weight and keep increasing this weight this will help, and after time try using Dumbbells.

When you can use dumbbells start adding side laterals.
