I've noticed that I'll often be stronger too after a week or so off.

Could this be from glycogen buildup, however? If the body burns glycogen for fuel during these workouts, is it possible that working out more often leads to lower average glycogen levels (especially if you're following a relative complex-low-carb system as MANS and GLAD advocate). By taking a break, is your body is slowly restoring these glycogen levels, leading to increased available energy during workouts?

If you're taking creatine, it could also be because more creatine is able to saturate the muscles during the days off, without being depleted by the workouts. This results in a higher level of muscle creatine = those extra 1 or two reps.

It could have to do with anything from your diet, rest, and lifting. I mean come on, let's not go overboard on this. Take a whole week off after doing 1 set to failure for Back or whatever, obviously overload of rest. Just figure out when you get stronger, and set it to that. Didn't Mark include a basic template for this in the new download? Mondays and Wednesdays are Mass and Fridays are Consolidation?
